The new framework agreement respects the obligation for management and the union to cooperate in identifying and resolving problems that affect staff. Since 2017, there have been some significant changes in collective bargaining law and federal sector tariff policy, including four executive orders. I am pleased to announce the conclusion of a new framework contract between the Forest Service and the National Federation of Federal Employees. The framework contract defines the rights of workers, trade union representatives and management and defines the procedures to be followed with regard to working conditions. The new agreement (internal link) will enter into force on 13 September 2019 and will replace the 2016-2019 framework agreement. Executive Order (EO) 13836, Developing Efficient, Effective und Cost-Reducing Approaches to Federal Sector Collective Bargaining, signed on May 1, 2018, requires the authorities to submit any collective agreement (CBA) and its expiry date within 30 days of the date of entry into force of the CBA. EO 13836 also requires the OPM to make these CAS publicly available on the Internet. This promotes transparency by allowing the public to consult the types of agreements between federal sector agencies and unions.
Agencies are also required to file arbitral awards within 10 working days of receipt of the OPM. The OPM has issued a memorandum on the publication of the CBA database, which contains guidelines on the filing requirements of authorities for BCAs and arbitral awards.
